A ratchet is a mechanism that only moves in one direction. We often see “ratchet clause” in commercial leases, where the rent may be reviewed from time to time but is never allowed to decrease. And we see something similar in politics, with policies being implemented in the face of opposition but being allowed to persist once implemented.
